If his parents are paying local taxes, there should be some provision...

...where he's allowed to play on the local public high school teams. Now if they are getting a tax break because he's NOT enrolled in public schools, then he shouldn't be allowed to play.

Clearly this should be worked out ahead of time, and not on appeal after the decision has been made.
